Since lots of chinese users dont speak or write english, we should setup a filter setting (that can be saved for later sessions or webpage revisits) so they dont have to read english posts

Or even better: they can setup the filter in a way that chinese posts are pritiosied but if they scroll further down they can also see popular english posts (as variable in your content ranking algorithm)
